Increasing Severity because several QEs observed and reproduced this 4.11-cluster-dead issue after about 10 ~ 11 hours since fresh clusters were installed, see #forum-qe channel https://coreos.slack.com/archives/CH76YSYSC/p1650427961844569?thread_ts=1650379744.641499&cid=CH76YSYSC after I raised it for wider discussion and input.

A cluster with build 4.11.0-0.nightly-2022-04-22-182942 had been run for 2+ days. etcd memory usage increase reported in this bug was gone, cpu usage is normal. Attached  attachment 1874736 [details] .
