Description of problem:
Neutron fails to start when running with OVS 2.17

How reproducible:
100%

Steps to Reproduce:
1. Install OVS 2.17
2. Start Neutron


Actual results:
Neutron exits

Expected results:
Neutron starts

Additional info:
This is because python-ovs in 2.17 added support for RAFT in 46d44cf3b and changed the type of TableSchema.condition attribute that the Idl adds. There is a patch proposed upstream https://patchwork.ozlabs.org/project/openvswitch/patch/20220413135226.593135-1-twilson@redhat.com/ to restore backward compatibility, but it will not make it into the downstream OVS 2.17 GA. Workarounds are available upstream and required for both ovsdbapp and neutron.
