Description of problem:
In a fresh MCE only environment, there are no default release imagesets (refer to https://bugzilla.redhat.com/show_bug.cgi?id=2063341). 

When we go to clusters page, the page mentions there no clusters, and you get an option to create a cluster or import a cluster. (view attachment "noclusters")

If, however, you import a cluster, then the managed clusters list is populated, and the "Create Cluster" button is disabled. (view attachment "disabledbutton")

This is a bit confusing to me, because if we want to disable/enable based on if there are imagesets present, then it should be consistent even after importing a cluster.

Steps to Reproduce:
1. on fresh mce env, go to clusters page. Observe that "create cluster" is enabled
2. Import an EKS
3. Go back to clusters page, observe that "create cluster" is disabled

Create cluster button is enabled now.
verified on 2.0.0-DOWNANDBACK-2022-04-26-09-57-29
