Description of problem:
When running the single node serial test, there is an issue that causes all tests subsequent to a specific test to fail.

How reproducible:
Run the single-node serial tests and observe that there are multiple failures caused by the unavailability of the API

Actual results:
The single-node serial test fails due to multiple test failures because the API is not available.


Expected results:
All of the single-node serial tests should pass.

This is a known issue and is resolved in MGMT-9440
