Description of problem:

TripleO recently concluded the migration to the new ceph deployment tool (cephadm). The ceph-ansible.yaml environment file is still relevant in an upgrade context, where ceph-ansible rolling update playbook is executed, but shouldn't be used during the overcloud deployment phase.

For this reason, we should fail the deployment if ceph-ansible is used.
