Description of problem:
Freeradius uses "c_rehash" command for creating symlinks with a hash of certificates and CRL list. This command is part of openssl-perl pkg and therefore this pkg should be installed with a Freeradius.

How reproducible:
always

Steps to Reproduce:
1.Install freeradius
2.got to /etc/raddb/certs/
3.make all; make verify

Actual results:
# make verify
server.pem: OK
c_rehash .
make: c_rehash: No such file or directory
make: *** [Makefile:133: client.vrfy] Error 127

Expected results:
The openssl-perl pkg should be added into dependencies for freeradius pkg.
