Support the process of doing an in-place upgrade from OSP 17.1 to 18.0 for a Director deployed environment.

Functionality to include:

- The ability to update hosts in-place from RHEL 9.2 to RHEL 9.4
- The ability to upgrade OpenStack from the version included in 17.1 to the version included in 18.0
- No data plane interruption during the upgrade process as a standard

Notes:

- ML2/OVS will not be supported on OSP 18.0, so the upgrade will only be ML2/OVN-based from a networking standpoint
- AllInOne / Offline upgrade is a secondary feature which may or may not be included (TBD)

This one can track the FFU implementation for the next matching OSP18/19 scope. What will be done, would have to backported down to bz 2016660. WDYT?
