Backport the fix for bug 2074483 to 4.10.

interestingly, as we see that 4.10 does work on our Dell machines..

The bug is in coreos-installer 0.12.0 (which is in 4.10), but we don't bind boot in 4.10 so it doesn't get executed.
There are no plans to backport the boot binding work, so I think we can close this.

The fix for this bug will not be delivered to customers until it lands in an updated bootimage.  That process is tracked in bug 2045771, which has status ASSIGNED.  Moving this bug back to POST.
