v10.0.0 was released, it would be nice to have in f37

The other packages that should be updated:
mingw-crt
mingw-w64-tools
mingw-winpthreads

Can we handle it like a regular update (without extra Fedora-level coordination)? Should all the packages be updated at once with a side-tag?
