Please branch and build python-tldextract for EPEL 9

This package should build for EPEL9 from the rawhide branch without any modifications.

A test build has been successful in COPR[1]

Sorry, I completely missed the fact that certbot-sig is a member of the python-tdlextract project. I went ahead and requested the EPEL9 branch: https://pagure.io/releng/fedora-scm-requests/issue/44054
