This package should build for EPEL9 from the rawhide branch without any modifications. A test build has been successful in COPR[1] https://copr.fedorainfracloud.org/coprs/matthewdva/certbot/package/python-tldextract/ Sorry, I completely missed the fact that certbot-sig is a member of the python-tdlextract project.
