it is currently disabled in o/k with 1.23. It continues to fail with rebase of 1.24.

okay, it's a failing test and we want to make sure we address it after bumping openshift-sdn to 1.24, and before releasing 4.11.0, so setting it to blocker+ for tracking rebase bugs.
