PR https://github.com/openshift/origin/pull/26894 merged yesterday but appears to be fairly broken on serial, failing about 35% of the time:

TRT policy indicates we need to revert as quickly as possible to get code flowing again, apologies for the inconvenience.

This bug is to track getting the tests back in. We request that this is done by "unreverting the revert", and layering a fix on top as a separate commit.
