+++ This bug was initially created as a clone of Bug #2079435 +++

For cross-compilation of QEMU Guest Agent for Windows starting from QEMU v7.0.0 we need IDL files.

Mingw-headers package of Fedora was updated to solve this.

Now CentOS Stream 9 repository should be synced with Fedora one.

The other packages that should be updated:
mingw-crt
mingw-w64-tools
mingw-winpthreads

Note to self:

The plan we came up with to handle these bugs was to synch with Fedora 37
for RHEL 9.1.  We can likely do this in two steps, an early synch perhaps
in May/June (allowing qemu-ga to be built soon after), and a final synch
perhaps in early August to pick up any later changes from Fedora.

Really would like *someone* to step forward as the maintainer.
However I will do it this one time.
