Hi Vladimir, could you check if this is caused by an empty DHCP pool? I cannot reproduce this in my environment RHEL 8.7/8.6. 100+ runs and no errors.. 

In addition, I do not see that something changed.

I could not reproduce the issue after ~600 test runs with the NM version 1.39.6, so I am assuming the bug had been fixed, thus moving the bug to verified.
