pantheon-tweaks is an unofficial, third-party plugin for Switchboard.
Please do not Supplement the switchboard package in switchboard-plug-tweaks.

Right now, it is installed by default when you install or update switchboard.
But since it's an unofficial plugin not endorsed by the elementary OS / Pantheon developers, this should not happen - i.e. installing pantheon-tweaks should be opt-in rather than opt-out.

Side note:
The upstream website listed at https://src.fedoraproject.org/rpms/switchboard-plug-tweaks is wrong. Looks like you pasted the wrong URL when requesting the repository. You should be able to fix this in the repository settings.
