The following sections...

What is SELinux policy?
In the past I have written local.te file in policy sources for my own local
customization to policy, how do I do this in Fedora Core 5?
How can I help write policy?

...all mention use of Makefile and/or policygentool, but do not state that these
are no longer included in the base selinux-policy package (it's in the -devel
package as of v2.3.7).  In fact, the "What is Selinux policy?" section states
that they do live in the the selinux-policy package.

I am closing the ancient bug.
It appears to apply to the FC5 version of the FAQ which is no longer maintained.
