Description of problem:  Scaling up to an environment to multi-cell v2 fails due to Invalid condition "is_ipv6" It may be related to the introduction of the conditional [1]

How reproducible:
100%

Steps to Reproduce:
1. Deploy a standard 16.2 environment
2. Create a multi-cell deployment script and attempt to scale up the environment
3.

Actual results:
Deployment fails due to ValueError: Invalid condition "is_ipv6"


Expected results:
Environment should fully deploy
