Description of problem:
On creating a Windows 2019 server VM through the wizard, clicking customize VM leads to a blank page (complete loss of OpenShift console UI elements)

Always

Steps to Reproduce:
1. Create Windows server 2019 image from boot source
2. Select include ssh key
3. Click customize VM

Actual results:
Completely blank page

Expected results:
Customization menu

Clicking browser's reload button is a work-around (brings console to customization wizard)
