Steps to Reproduce:
1. Navigate to User Preferences - Language
2. Changed Language via 'Select a language' dorp-down.
3. Upon change, the UI is partially changed, page refresh is required for complete change

Problem Resolved and Accettble.

Keep in mind.. if you change from English to Korean the tab Operator remain in English
