Adding or updating the virtual NUMA nodes count should be possible without setting a host for that.
If a host can't cope with the nodes count, we should fail it later on.

This is mainly to `dedicated` feature. As without a host we won't be able to pin those virtual NUMA nodes. `dedicated` will pin it automatically.

verified on ovirt-engine-4.5.1.2-0.11.el8ev.noarch  according to the attached polarion cases.

This bugzilla is included in oVirt 4.5.1 release, published on June 22nd 2022.
Since the problem described in this bug report should be resolved in oVirt 4.5.1 release, it has been closed with a resolution of CURRENT RELEASE.
If the solution does not work for you, please open a new bug report.
