* Allow '~' operator for name
* Fix issue with double quote in search
* Raise exception for unsupported operators :and / :or

Note:
:and / :or still doesn't work, but that's going to be handled in https://bugzilla.redhat.com/show_bug.cgi?id=2058660

Verified.

Version Tested: Satellite 6.11 Snap 22

"like" operator and "double quote" in search is working and verified on hammer and UI. Satellite raises exception for unsupported operators :and / :or on search.

Note: Since the other operators are going to be fixed in future, it would be great if we get shortened error message for unsupported operators instead of "Search error ERF42-9046 [Foreman::Exception]: Unsupported search operators :and / :or ".
