Description of problem:
Rails Sample App on OpenShift (https://github.com/sclorg/rails-ex/blob/master/README.md) in 'rails-pgsql-persistent' template sometimes takes over 20 minutes to build - I observed this frequently when more developers are doing this concurrently. The reason is 'rails-pgsql-persistent-x-build' pod's container "sti-build" takes over 20 minutes to become 'Completed'. Step 'Installing sassc 2.4.0 with native extensions' takes most of the time.

I found similar issues here https://stackoverflow.com/questions/62720043/rails-why-is-bundle-install-frozen-up-by-sassc-2-4-0/65162883. It saids changing sassc 2.4.0 to 2.1.0 can make the install fast. I'll open an bz to suggest the template owner to do the change.

How reproducible: Easy to reproduce


Steps to Reproduce:
1. Install a cluster with 3 masters and 3 workers, node type m5.xlarge, OVN network.
2. Run reliability-v2 test tool with 30 developers 1 loop.
Git clone https://github.com/openshift/svt/tree/master/reliability-v2). 
Follow the readme to run the test.

3. During the test run, check the log of 'rails-pgsql-persistent-x-build' pod. I can see 'Installing sassc 2.4.0 with native extensions' takes very long time.

Actual results:
'rails-pgsql-persistent-x-build' pod's container "sti-build" takes over 20 minutes to become 'Completed'. 'Installing sassc 2.4.0 with native extensions' takes most of the time.

Expected results:
'Installing sassc 2.4.0 with native extensions' step should be faster.

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
