Description of problem:
DRPolicy list page is unable to list all existing DRPolies under the All Cluster view on the hybrid console.
When the previous cluster context is not a "local-cluster", Then DR UI under the "All Cluster" view is unable to read the DRPolicy CR from the hub cluster. It is trying to read the spoke cluster which is from the previous context.

Steps to Reproduce:
Enable hybrid console on OCP 4.11 cluster, (enable-feature gate and install ACM 2.5) For more info [https://gist.github.com/TheRealJon/921905a74329891e1f2153a2d57aa44d]
1. Import/Create managed cluster into ACM.
2. Install odf-multicluster-orchestrator 4.11.
3. Switch the context to any managed cluster.
4. Now, switch the context to "All Cluster"
5. On left navigation go to -> "Data Services" -> "Data Policies".
6. DRPolicy list page won't display anything.
Actual results:
DRPolicy list page does not display the existing DRPolicies
Expected results:
DRPolicy list page should display existing DRPolicies
