Description of problem:

When trying to setup the engine on one machine and some other components on a separate machine - dwh, grafana, websocket-proxy - engine-setup on the other machine fails, with:

[ ERROR ] Failed to execute stage 'Setup validation': Command '/usr/bin/rpm' failed to execute                                                                                               

This was caused by the fix for bug 2024157.

1. Install and setup an engine on machine A
2. Install and setup DWH on another machine
3.

Fails as above

Succeeds

We have for testing only ovirt-engine-4.5.0.7, please move to ON_QA when the 4.5.0.8 will be delivered to QE.
