Monitor QE CI installation against 4.10 nightly build including the fix(4.10.0-0.nightly-2022-05-18-143837 and later), didn't detect bootstrap failure error any more.
Manual installation on ipi-on-vsphere several times are also completed without any error.

UPI-on-vSphere installation is successful.

So move bug to VERIFIED.
