Description of problem:
It does not make sense to enable VM descheduler if the VM is not live migratable, so it's better to disable this option when the VM is not live migratable.

The VM is not migratable:
1. if the Option is not set to "ON", the option can just be disabled.
2. if the option is set to "ON" during creation, we can disable this option with a  notification like "The VM Deschedualer is on but the vm is not live migratable" under the checkbox.

Tested onv4.11.0-64, the option is disabled even the VM is migratable.
