According to the podman package version I guess this is not Fedora but RHEL bug. On RHEL required `libsubid.so.3()(64bit)` library is provided by shadow-utils-subid from rhel-8-for-x86_64-baseos-rpms repo: # dnf provides 'libsubid.so.3()(64bit)' Updating Subscription Management repositories. It looks like RHEL8.6 UBI image repos do not contain all needed dependencies of podman. I the bug should have been filed against RHEL product / ubi8-container component.
