Description of problem:
No error message when the existing name of storage domain is used, only red border around the input field

Version-Release number of selected component (if applicable):
ovirt-engine-4.5.0.6-0.7.el8ev.noarch

How reproducible:
Always

Steps to Reproduce:
1. You have to have two data centers 
2. Try to add storage domain to the second data center with the same name as already existing in the first data center
3. No error message, just red border

Actual results:
See the picture

Expected results:
Some warning about the already existing name

When hovering over the storage domain name field with red border, a warning tooltip of "name is already used..." should appear as shown in screenshot: attachment 1878966 [details]
@bdolezal Can you please check if it appears for you as well? 

Moving to Storage team for further handling.

We see the same error that Sharon mentioned in comment 2
Feel free to reopen this bug if you don't get it and ideally point us to an environment where we can investigate this
