Description of problem:
sometimes clicking 'Edit PodDisruptionBudget' will redirect user a not completed YAML view page

How reproducible:
Most times

Steps to Reproduce:
1. goes to some workloads details page, for example 
/k8s/ns/openshift-apiserver/deployments/apiserver
/k8s/ns/openshift-oauth-apiserver/deployments/apiserver
2. Call 'Edit PodDisruptionBudget' action in the actions dropdown

Actual results:
in my tryings, 'Edit PodDisruptionBudget' page takes me to YAML view most times, in the YAML view, only namespace field is correctly set with current selected project, if I switch to Form view and switch back to YAML view again, all settings will be synced successfully

Expected results:
it looks like Form view has all correct settings about PDB so we may always redirect user to Form view when opening 'Edit PodDisruptionBudget' page

'Labels' value are truncated when switching between Form and YAML

now 'Create PodDisruptionBudget' and 'Edit PodDisruptionBudget' always takes user to Form view
