Description of problem:

PlantUML is available in Fedora, but not in Fedora EPEL. Work internal caches only cache EPEL, so I cannot install from upstream.

Version-Release number of selected component (if applicable):
1.2022.4 or higher

How reproducible:
Every time, doesn't exist in EPEL.

What exact EPEL branch do you want?

I create a request to Release Engineering for EPEL9.

I /think/ we're on EPEL 8 at the moment, though I can also see something tagged epel_next. Internal documentation says I can always ask our package management team to do an internal backports. To be sure to be sure, both EPEL 8 and 9 please?
