Description of problem:
includepkgs has no longer been taken into account in rawhide yum since
yesterday, when yum was updated from 2.9.6 to 2.9.7.  No packages are excluded
from the repo in spite of the directive being present in the config file.

yum-2.9.7-3
yum-2.9.7-4

How reproducible:
Every time

same as the 'exclude' bug and for the same reason.
it's fixed in cvs and will be fixed in yum 2.9.8.

Let's please leave this open until the fix makes rawhide.  We don't want to ship
FC6 with this bug, I hope.

let's not leave it open. We've been closing them as upstream for a while now.
