What happened?
PowerVS destroy code is not working as intended since https://github.com/openshift/installer/pull/5737 did not merge. Need to fix.

I've built

[hamzy@hamzy-tp-p50 hamzy-installer]$ ./bin/openshift-install version
./bin/openshift-install unreleased-master-6056-g30c31166465840d9365f6445d1e11278f2bfc7f7
built from commit 30c31166465840d9365f6445d1e11278f2bfc7f7
release image registry.ci.openshift.org/origin/release:4.11
release architecture amd64

And successfully tested the destroy cluster on an existing cluster and it worked.  It also handled partial cluster destroys when PowerVS had problems.
