Description of problem:
DTK's imagestream is missing from OCP 4.11. This is due to the fact that the manifests/ dir was removed from DTK's container image.

How reproducible:
100%

Steps to Reproduce:
1. Deploy an 4.11 OCP cluster
2. Check if imagestream/driver-toolkit exist in the cluster (it won't)
3.

Actual results:
imagestream is missing

Expected results:
imagestream is present

Successfully pulled the DTK image:
oc adm release info  --image-for=driver-toolkit
oc run dtk --image=quay.io/openshift-release-dev/ocp-v4.0-art-dev@sha256:.....

Verified in 4.11.0-0.nightly-2022-07-19-104004.
