Description of problem: 

Currently installing qt-creator on RHEL 8.6 requires a downgrade of 19 packages. This results in multiple error messages being printed if an update is performed.

1. dnf install qt-creator

Actual results:

dnf install qt-creator
Updating Subscription Management repositories.
Unable to read consumer identity

This system is not registered with an entitlement server. You can use subscription-manager to register.
