Description of problem:

castxml package installation is failing with epel-release-8-13 due to missing dependencies. 

[root@2a533377feb7 /]# yum install castxml
Failed to set locale, defaulting to C.UTF-8

Steps to Reproduce:
1. Create Rocky Linux 8.4 container - docker run --rm -it rockylinux/rockylinux:8.4
2. Install epel-release-8-13.el8.noarch package - yum install epel-release -y
3. Try installing castxml package - yum install castxml    

Actual results:

Installation fails with below error -
