Description of problem:
Sidepanel has issues when the Bindable badge is present.  Unsure if this is due to the presence of the badge or PF issue. The spacing and layout of the side panel header is incorrect & taking up too much real estate.

Steps to Reproduce:
1. Go to the Operator Backed Service Catalog
2. Select a bindable service

Actual results:
Side panel is shown ... Create button is on a totally different row (wasting space)

Expected results:
Fix layout issues
