Update to 2.8.3 (#2088362)
the-new-hotness/release-monitoring.org's scratch build of powerline-2.8.3-1.fc34.src.rpm for rawhide completed http://koji.fedoraproject.org/koji/taskinfo?taskID=87239114 This version fixes a compatibility problem with IPython 8, so it is important for f36 and rawhide. I have filed a PR at https://src.fedoraproject.org/rpms/powerline/pull-request/2.
