Rebase python3-dns (dnspython) to the latest version, at least, the same one as in Fedora.

Latest upstream release: 2.2.1
Current version/release in Fedora 36: 2.2.0-fc36

JFYI there will be a new release 2.3.0 soon and from the testing in Fedora, it seems to be backward compatible, see https://github.com/rthalley/dnspython/issues/851 But it is probably too fresh for C9S.

Version 2.3 will not make into C9S this time. I'm working on rebasing for 2.2.1 in the next days, and will rebase to 9.3 is the "no so distant" future.
