Description of problem:

I'm planning on requesting a python38-netaddr-epel repo to provide the python38-netaddr package for EPEL8.

Does anyone have an objections or concerns?

That seems reasonable, I think you mean similar to what we did before with PyYAML on epel7/py3 - https://src.fedoraproject.org/rpms/python3-PyYAML ?
