Do you need the /usr/bin/suggest binary, or are you only interested in the library interface?
If the latter is the case, then dropping the binary will make maintenance of this package much simpler.
If you want to keep the binary, you will need to add a license breakdown and a separate License tag for the "suggestion" subpackage.
