Linux SCTP has added a couple of new types of CHUNKs in recent years, but they're not supported in tcpdump. Such as:

I-DATA and I-FORWARD-TSN chunks from RFC8260
RE-CONFIG Chunk from RFC6525

We need to add them into tcpdump and parse these packets properly when capturing SCTP packets with tcpdump.
