Description of problem:
Importing old partitioning to new satellite server using template sync, overwrite new templates even though force option is disabled and unlock is set to true.

How reproducible:
100

Steps to Reproduce:
1. Go to Satellite web UI -> Hosts -> Template Sync and import the old templates.
2. Select the lock templates option to unlock and keep the force option disabled. 
3. This will unlock all the existing templates and override the templates with the same name. 

Actual results:
All the templates are unlocked and the templates with the same name are overridden. 

Expected results:
Only the templates which we are importing should be unlocked and overridden
