tesseract and tesseract-tessdata are in RHEL 9.0
Remove them from epel9.

Looking at tesseract-tessdata I'm very tempted to let it stay, but we really can't.
The problem is that RHEL9 only has 2 out of about 150 packages available.
We could move it to tesseract-tessdata-epel and do things that way.

tesseract in epel9 is a higher version than in RHEL9.
That creates a problem.  We need to make sure nothing in epel9 requires this higher version of tesseract before it is taken out.
If there are dependencies, we'll have to deal with them as they come.

I have verified that nothing currently depends on tesseract / tesseract-devel / tesseract-tools with the higher version
It looks like some tesseract-tessdata need tesseract, but they don't care which version.
