libwmf is in RHEL 9.0
Remove it from epel9.

It looks like the RHEL version of libwmf does not include libwmf-devel.
Right now, libwmf in epel9 is lower nvr than in rhel9.0, so this isn't hurting anything.
We could change libwmf in epel9 to libwmf-epel, and have it just have the -devel package.

I'm not seeing any epel9 packages that require libwmf-devel, either for runtime or buildtime.
I'd prefer we just remove the package entirely, and if anyone ends up needing libwmf-devel, we follow the regular proceedure.

I know the buildtime search is sometimes wrong, so I'll give this a week before I do this.

ImageMagick and GraphicsMagick both have buildrequires on libwmf-devel.  I spoke with one of the maintainers of those packages (Neal), and he agreed to file a bugzilla to request libwmf-devel be shipped in crb, so that retiring the epel9 package doesn't cause those packages to fail to build in the future.

The merge request was accepted to resolve bug 2105011, and libwmf-devel will be in the next CentOS Stream 9 compose: https://gitlab.com/redhat/centos-stream/release-engineering/comps/-/commit/662c0c7923ae5e4098db882fae4e5e8880c7c6cf
