Please branch and build libcli in epel8.

If you do not wish to maintain libcli in epel8,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS liuhangbin);
please add me through https://src.fedoraproject.org/rpms/libcli/adduser

The reason I want to branch libcli in epel8 is that netsniff-ng needs libcli-devel to build mausezahn, which is widely used in RHEL kernel selftests.
