Hi Team, 

ovsdb-server not starting looks like this: https://bugzilla.redhat.com/show_bug.cgi?id=2016144 which is documented as a known bug[1]

As for the bond interfaces not being configured I have asked for a copy of the os-net-config from a working and non working controller to compare.

As we mentioned below the network issue solved after remove /etc/systemd/system/ovsdb-server.service and /etc/systemd/system/ovs-vswitchd.service and reboot the node, and the failed command completed successfully and we are node upgrading the latest Controller node.
```
