Currently to upgrade the stack we will do:
 - Upgrade the undercloud
 - Update the heat stack
 - Download the ansible configuration
 - Adopt ceph5 with cephadm.

The external upgrade command is broken. The command does not generate the needed files. The ansible configuration/scripts are not downloaded.
