Currently on the deployment there is a check to avoid the use of ceph-ansible.
This can be used on the deployment, however this check needs to be removed on the upgrade workflow as the steps to have a proper upgrade are going to be:

- Uprade the undercloud
- upgrade the heat stack (ceph-ansible)
- Adopt ceph5 with cephadm
