Description of problem:

Insights-client raises an error when insights.client.constants.InsightsConstants is not imported.

Version-Release number of selected component (if applicable):
Insights-client v3.1.7

How reproducible:
This happens when insights config fails to be loaded.

Actual results:

Insights-client exists with a NameError

Expected results:

Insights-client exists with a handled error
