Steps to Reproduce:
1.install rhcs4
2. run rolling upgrade playbook to move to rhcs5.2


Actual results:

The playbook fails Ansible version must be 2.10!

Expected results:
Since ansible 2.10 is unsupported this should be exclude and with ansible 2.9 the run should be successful
